Assoc. Prof. Sencer Ecer is an expert in game theoretic modeling, econometric modeling, and public
policy analysis and development. He uses game theory to model cartel behavior in vertically related
markets, to model product differentiation responses of firms to changes in merger policies of the
competition authority and welfare consequences of such responses, and, having worked on numerous
cases providing expert witness before US courts and US or EU regulatory bodies, to model and analyze
anti-competitive behavior and damages. In econometrics, he is particularly competent in using panel
data and count data techniques, which he frequently applies to health economics issues, particularly to
quantifying the moral hazard in health insurance. Having worked on numerous litigation cases in the
pharmaceutical industry of United States and on several multi-billion international treaty arbitration cases
in the energy sector, he has a deep understanding of the economics of competition in pharmaceutical
markets and pricing in energy markets and their regulation. Having supervised 30 masters theses at
Georgetown University’s Public Policy Institute as an Adjunct Professor, many of which are published, Dr.
Ecer has developed expertise in analyzing a given public policy issue, all the way from analyzing the
institutional structure and historical developments, to econometric analyses of data, and presenting
concrete quantified policy solutions.

Sencer Ecer is an Associate Professor of Economics. He is employed at Istanbul Technical University’s
School of Business since August 2010. He was an economic consultant at the Washington, DC office of Law
and Economics Consulting Group (LECG) between 2002 and 2010. Dr. Ecer also taught at Georgetown
University as an Adjunct Professor between 2004 and 2010 and supervised thirty master’s theses in the
Master of Public Policy program on topics such as economic development, healthcare, and R&D. At LECG,
Dr. Ecer provided expert witness services for fortune 500 companies and governments in matters before
U.S. courts, U.S. regulatory agencies, EU DG Competition, and International Arbitration tribunals. His main
practice areas were Antitrust & Competition Policy, Healthcare & Life Sciences, and International
Arbitration with focus on pharmaceutical and energy markets. Dr. Ecer’s research in theoretical Industrial
Organization focuses on the welfare effects of optimal merger policy and price collusion in vertically
related markets. His research in Health Economics is focused on quantifying components of moral hazard
in health insurance. Dr. Ecer also is the coordinator of the Energy Economics Research Group at ITU. His
energy research focuses on pricing in natural gas and electricity markets. Dr. Ecer holds a B.S. degree in
Industrial Engineering from Istanbul Technical University, an M.A. degree in Economics from Bogazici
University, and M.S. and Ph.D. degrees in Economics from the University of Texas at Austin.
