I am currently part-time professor at the Robert Schuman Centre for Advanced Studies (RSCAS). I have
been directing the EU-funded MIREM project (Return Migration to the Maghreb, http://www.mirem.eu).
Currently, I am developing a new cross-regional comparative research project at the RSCAS on the
reintegration of labour migrants in North and Sub-Saharan Africa and in the Caucasus. I am also scientific
advisor at the Istituto Affari Internazionali (IAI, Rome) and research associate at the Institut de
Recherche sur le Maghreb Contemporain (IRMC, Tunis). Previously, I was senior programme officer at
the International Training Centre of the International Labour Organisation (ITC-ILO, Turin).
My current research interests focus on patterns of international cooperation and state sovereignty as
applied to the management of international migration and asylum.
I am most interested in analysing policy design and implementation as well as how policy transfers
are administered through processes of bilateral and multilateral consultations mobilizing countries of
destination, of transit and of origin.
Together with this top-down approach, I have tried to combine a bottom-up analysis based on interviews
with policy-makers, migration stakeholders and migrants themselves. I also carried out field
surveys explaining whether and how state-led policy reforms, law-enforcement development, and
patterns of international cooperation impact on migrants fundamental rights and existing realities in
their broadest sense.
This combination has often structured my approach to policy analyses and state-to-state cooperation
while highlighting the gaps that may exist between reciprocal policy commitments in international
relations and effective actions, as well as between intentions and contingencies.

International and national projects beyond EU Framework Programme
I wrote an analytical study commissioned by the Directorate General for Internal Policies at the European
Parliament on readmission policies in the European Union. Moreover, I have run several training courses on
labour migration, skills portability and migrants’ rights. Courses have been delivered to practitioners and civil
servants worldwide in the framework of training programmes organised by the International Training Centre of
the International Labour Organization (ITC-ILO). Finally, I am a core member of the Migration Industry and
Markets programme promoted by the Danish Institute for International Studies (DIIS) in Copenhagen. Also, I
have been appointed scientific advisor at the Rome-based Istituto Affari Internazionali (IAI) and associate
researcher at the Tunis-based Institut de Recherche sur le Maghreb Contemporain (IRMC).
