Sedef Akgüngör is a professor of Economics at Dokuz Eylul University. She has a background in in
agricultural economics and regional economics. She has been actively involved in research on clustering
since 2000. She served as a member of the National Committee on “Regional Development and Adjustment
to the European Union” for Turkish State Planning Organization during the preparation period for the 9th
Development Plan in 2005 and 2006. She worked as an advisor in preparation and establishment of the
Aerospace Cluster in Izmir with the leadership of Aegean Free Trade Zone. She took part in the
preparation of Regional Clustering Project conducted by Izmir Development Agency. She is currently a
member of the Clustering Policy Committee in Izmir Development Agency. She is a member of the Turkish
research team in the EU Consortium of the ESF ECRP project in “Constructing Regional Advantage” from
2007 through 2010. She took part as a researcher in a TUBITAK project on “Regional Economic
Development and Local Culture: A comparative Study of Ege Region’s Cities”. She did consultancy work
for Foundation for the Advancement of Ege Region Framework for the project on “Economic and Social
Database of Ege Region Cities”. . Since 2008 She is a member of the ESF Pool of Reviewer for ESF funded
activities. She has published in academic journals on clustering policies and Turkish industry clusters.


Yaprak Gülcan is an associate professor at Dokuz Eylul University. She has a background in international
economics and economic development with special emphasis on regional economic development. She
published research articles both at national and international journals. She started to work on regional
economic development in 2003 after getting involved in “Aegean Region Development Project: City
Reports” conducted by Aegean Region Development Foundation. She worked as a researcher in a
TUBITAK project on “Regional Economic Development and Local Culture: A comparative Study of Ege
Region’s Cities” in 2007 and produced two articles published in SSCI journals. Between 2007-2010 Yaprak
Gülcan was become the Turkish coordinator of the EU Consortium of the European Science Foundation
(ESF) European Collaborative Research Project in “Constructing Regional Advantage: Towards State of the
Art Regional Innovation System Policies in Europe”. In 2007 She was awarded by European Science
Foundation by an approved budget to conduct an Inventing Europe Networking Activity among young
researchers from all over Europe. Since 2008 She is a member of the ESF Pool of Reviewers who are
selected by the ESF on the basis of their scientific eminence, track record of high quality reviewing or
their achievements with regarded to participation in ESF funded activities. Gülcan has served at several
activities as a reviewer for State Planning Organization and TUBITAK during the course of her career. She
took part in international events like “The Dilemmas for Integration and Competition” in 2008, Prague
“Seminar on Regional Innovation Policies” in 2009, Edinburg, American Association of Geographers in 2010
Washington DC, She also has attended several methodological workshops at the international level. Lately,
Yaprak Gülcan has given a seminar in İzmir Development Agency on “Triple Helix” concept together with
Yeşim Kustepeli.


Yeşim Kuştepeli is an associate professor of Ecomics. She is a well known public economist. Since there is
a close link between public economics and new concepts of regional development she pursues
interesting research on the field. Yeşim Kustepeli involved in the project of “Regional Development Plan
for İzmir and the Aegean Region of Turkey”, conducted by İzmir Chamber of Commerce, İzmir, 1999-2002.
She is a member of the Turkish research team in the EU Consortium of the ESF ECRP project in
“Constructing Regional Advantage” from 2007 through 2010. She also works as a researcher at European
Science Foundation, EUROCORES INVENTING EUROPE Programme, “The European Road and Rail
Infrastructure: A Geographical Information System for the History of the European Integration (1825-
2010)”, from 2007 through 2010. She has also given a seminar at İzmir Development Agency in July 2010
and nowadays at the wake of writing a proposal with German partners on knowledge transfer and
innovation networks.

Dokuz Eylul University , Faculty of Business, Department of Economics is a progressive, comprehensive
institution committed to excellence in education, research and public service.

The staff is committed to both teaching theoretical and empirical research. Research interests include
wide range of topics, including regional development, agricultural economics, international economics,
financial economics, European Union and relations with the European Union, economic integration,
globalization.
