Blanca holds a Development Policy Researcher/Lecturer position at Northern Borderlands Research College (Colef. Monterrey, Mexico), Blanca is a Human Resources Developer and Learning Technologist dedicated to the facilitation, creation and research of e-learning and knowledge-generative environments that foster networked learning opportunities in the workplace. She focuses on supporting workplace learners and knowledge workers challenged by demanding knowledge-based development (KBD) processes in their institutions and regions. Blanca works under the flag of Knowledge City schemes, seeking to facilitate development through networked e-learning as one of the key processes (e-learning, e-health, e-government, e-commerce, etc) of knowledge-based development (KBD) in urban contexts.
In terms of KBD interests, Blanca presently participates in the international consultation exercise MAKCI (Most Admired Knowledge City Awards) as facilitator and technical secretary, and has contributed with Knowledge-Cities case studies for a number of publications on KBD, such as the Journal of Knowledge Management, and the seminal Knowledge Cities and Knowledge-based development books, under the Elsevier-Heinemann and Interscience brands. She also participates in the innovative International Journal of Knowledge-based Development, a discipline-dedicated space. In terms of e-Learning interests, Blanca has contributed with knowledge facilitation case studies for a number of publications on KM, PKM and Web 2.0, such as the Journal of Knowledge Management, the Online Information Review and The Journal of Information and Knowledge Management Systems. Blanca is also member of ALT and Eiffel, entities associated with e-Learning Perspectives.
