Analysis of the organizational structures and exchange of information procedures between governorates and internal security forces (ISFs), within the technical assistance for improvement of civilian oversight of the internal security sector phase II.

I am responsible to contribute to the comparative report on the structures, functioning mechanisms and roles of French and Turkish Governorates within the context of internal security forces and their links with Police/gendarmerie under. The work on the legal framework consists desk review and travel to the pilot provinces to identify the local arrangement capacities of the governorates within the context of internal security forces.

Study tour of the Palestinian Ministry of Local Governments to Turkey and preparation of the report on “Turkish Local Financial System”.

Within the Local Government Reform and Development Programme (LGRDP), implemented in 2011, the officials of the Ministry of Local Government of the Palestinian Authority realized a study tour within the week 27-31 May 2013 in Ankara and Istanbul. Their intention is to learn about the Turkish approach, policy, system and experiences regarding local finances (financial system and specific legal framework in local authorities) in a decentralized framework. Following this study tour in Turkey, a report regarding these issues has been prepared.

Consultante pour le projet intitulé Quelles perspectives de partenariats pour l’AFD avec les agences régionales de développement en Turquie?

I worked as a consultant within the AFD’s research projet on “Could the regional development agencies in Turkey be a partner of AFD? What are the prospects for a partnership between AFD and Development Agencies?” I was entrusted to get technical and documentary informative mission on the regional development agencies in Turkey to establish possible cooperation between AFD and Ministry of Development and RDAs. I also conducted missions near such Agencies like Çukurova (Adana) and Fırat (Malatya and near the Ministry of Development.
