Citizenship, participation, accountability

Description

The concept of social accountability has its roots in political science, theories of public administration and development studies and has become one of the key words of the World Bank’s vocabulary since the middle of the 2000s. The mechanisms (beyond voting) regrouped under the umbrella of SA include : a) public demonstrations, protests, advocacy campaigns, investigative journalism and public interest lawsuits; b)participatory public policy-making, participatory budgeting, public expenditure tracking, citizen monitoring and evaluation of public service delivery; c) public education about legal rights and available services; d) citizen involvement in public commissions and hearings, citizen advisory boards and oversight committees. Some of them have been directly promoted by civic society (trough mobilizations and campaigns), while others have been created by public agencies, as part of “good governance” practices or as response of demands of civil society. All of them generate places for interaction between the state (through its different agencies) and civil society to make the former more permeable to citizens’ demands and to allow the latter to control the state action.
We propose to develop a research project on these mechanisms in the context of the European governance. We are conducting exploratory empirical analysis in the regional context of Basque Country.
